Start from the total, not from the gift

The usual way a company overspends on a gift for everyone is simple: someone picks a nice gift, multiplies it by the headcount, and the number arrives after the decision. Reverse it. 2. A business marketplace account. Good for buying many identical everyday items with one invoice. Useful, rarely memorable.
3. Merchandise printers. Mugs, bottles and T-shirts with your logo. The logo is the point; check whether people actually want another bottle.
4. A local sweets or dry fruit vendor. Familiar and welcome at festivals, but it is eaten in a day and harder to send to many cities.

When a handmade candle is the wrong way to save

Pick something else if your office does not allow open flames (a candle can stay as unlit decor, but then choose it for its looks), if your people would rather have a voucher they can spend, or if you need the gift on a fixed date we cannot confirm.
